It is generally not permitted to hold two work permits in Thailand. However, it is possible to work two jobs with a single work permit as long as the work permit is based on your primary employment. To formally add a second job to your work permit, you'll need the approval of your primary employer.

No, but it is possible to work two jobs with one work permit, as long as your primary job is the one the work permit was issued for. This changed a short time before covid.
