What are the conditions for obtaining a Thai Work Permit?

Can anybody explain below mentioned condition for work permit issuance.. TIA.

The Thai Work Permit can be granted to expatriates who satisfy any or most of the following conditions:

"An expatriate who has an income and duty to pay personal income tax to the Revenue Department of equivalent or more than 18,000 Baht, or already paid personal income tax in the past year of equivalent or more than 18,000 Baht."

Are you asking if just paying taxes, being one condition, is enough to get a work permit?

I don't know where you copied this from, but my guess would be that "any or most" should be "all or most" and satisfying one condition would not be enough.
