Planning a trip to Cambodia. Want to also visit BuriRam and Surin in Thailand. No matter how I plan, it seems like I need to enter either Thailand or Cambodia two times. With Visa on Arrival is there any issue with me entering Thailand, then going to Cambodia, then re-entering Thailand? Planning a three week trip and flying in/out of BKK. Other option is to fly in/out of Phnom Pehn. I think the tourist visas for both countries offer single entry. Any thoughts? Not interested in paying hundreds to get a business visa.

It depends on how you are planning on travelling and if you have a visa or not.
Without a visa, you can only enter Thailand via land border 2 times per year. If you are flying for all of your trips then this doesn't matter to you and you should be fine.
If you are crossing back into Thailand by land at all, and you don't have a visa, you need to make sure you don't go over the 2 times per year.
