TLDR : Answer Summary
The user applied for a non-O retirement visa but it was approved only after arriving in Koh Samui. They are unsure whether they can open a bank account with the pending visa approval and seek clarification on whether they need to travel to Singapore to activate the visa first.

The bank will want to see your non-O entry stamp in your passport.
