Can I apply for Thai Permanent Residency after holding a Non-O visa for three years?

I'm a little unclear about Thai Permanent Residency.

You have to be a holder of Non-O for three years prior to submission, but you can't have multiple Non-O's. So by saying that, you're unable to apply for Thai Permanent Residency after being in the Kingdom for 3 consecutive years on ED visa's?

Secondly, would a 5 year Thai Elite count, or what other options does a 23 year old have?
