Date of birth, national ID number, that smells like identity theft to me. This paper only allows you to catch a flight to Sri Lanka, the embassy just certifies you are the person you claim you are. You cannot live anywhere legally with this piece of paper. You become an undocumented immigrant once your permission of stay expires, and there isn’t really a way to it into a legal residency without returning to your home country first.

This is temporary travel document issued by local consulate office just in case you lost your valid passport to go back home… actually can not do much when passport is required to see visa period…

You probably can’t even get a rabbit card for BTS with that. This is more like an emergency document that lets you go home from abroad when someone stole your passport. If you’re in your home country, you should know how to apply for a passport. If you’re already in Thailand, you probably have to visit your home countrys embassy in Bangkok. Not every small consulate (if there are any) have the equipment to take fingerprints for the RFID chip in a passport. Disclaimer: i am just a stupid farang on facebook and not from the same country who got his last passport 6 years ago in Switzerland.
