I am currently on a tourist visa that has an end date of Oct. 24. Is it okay to leave Thailand on the 24th or do I need to leave on the 23rd to not have an overstay?

You need to be very careful- you are required to leave by the “permitted to stay” date stamped into your passport, not the visa expiry date.
as a rule an overstay of under 24 hours is not charged when you fly out, in fact it's not until you hit 24 hour overstay that they fine you for TWO days overstay at the airports
