If I apply for the DTV in Manilla on my layover to the USA, can I leave Manilla before the decision and results are sent to me?

No. What's your plan if they call you for an interview or request proof of location again, a common thing from embassies in SE Asia to prevent exactly this.

You should stay in Manilla untill approved as you can be asked for an interview or show further proof you still in Manilla. It can take 2-4 weeks to get approved there
