Can I apply for a DTV visa inside Thailand or do I need to apply outside?

Heading to Thailand for a while, are you able to apply for DTV inside of Thailand or does one need to be outside.

Does Thai cooking classes also get covered under this visa and where would one take classes in the Hua hin area?
