If we have 2 passports, and we enter Vietnam with one of them, but want to issue the dtv on the other one, is that OK? Or should we must issue the dtv in hanoi based on same passport used to enter Vietnam?
Thanks

TLDR : Answer Summary
To issue a DTV (Visa on Arrival) in Vietnam, you must use the same passport with which you entered the country. This is necessary because the application requires a copy of the entry stamp from the passport used for entry.
