Can I go to the immigration office in Si Racha for visa purposes if I own an apartment in Pattaya?

If I own an apartment and live in Pattaya can I go to the immigration offices in Si Racha for visa purposes?

 you can visit any Chonburi Immigration Office. Sriracha is one of them.

You need to go to the Immigration Office that serves your area, Jomtiem serves Pattaya if I'm not mistaken.

You use the immigration office where you live and where your TM30 is filed. If that’s Pattaya then you use the Jomtien immigration office.

 Does it matter if TM30 was done at Jomtien? and TM47 online also presumably done by Jomtien?
