TLDR : Answer Summary
The first 90-day report for foreign residents in Thailand generally has to be done in person. However, some users have reported success using the new online submission system for the first time, but this varies by individual. It's suggested to attempt the online submission as soon as possible; if unsuccessful, reporting in person is necessary, and this can be done up to 7 days after the due date. After the first report, online submissions are acceptable, but the process may be temperamental. There are alternatives such as mail or having a trusted person submit it on your behalf.

You can go in person, do it by mail, or trusted person can go to immigration on your behalf . After 1st 90 day report, you can do online, although system can be a bit temperamental.

You're out nothing to try submitting online with the new system. Some people have reported they are able to get it accepted for their first time. You can go in person up to 7 days after it's due so you have time to try and then go if it doesn't work.
The reason most are getting rejected is that they don't have the address perfect. In the old system the officers could tweak the address to make it correct and then accept it, but in the new system they can't change it at all, only accept or deny. So even a tiny mistake will get you a rejection and you can keep trying until you're out of time and need to go in person.
