Can I extend my visa on the last day of validity and which immigration office should I choose in Thailand?

I’m a US citizen. I got my visa on arrrival and it expires tomorrow the 15th

1) can I extend my visa on the last day of the visa being valid

2) do you recommend the pai, CM, or CR visa office ?

The office you have to go to will be dictated by where you are staying now, tonight. Your landlord will/should have reported your stay TM30, as them for a copy (screenshot) of their receipt and take it with you to the immigration office they use.

For future reference you don't have to wait for the last day, there's no penalty (days lost) in going early.

Go to the office, which is located nearest the hotel you spend the night before in. Go early and make sure your hotel has registered your stay.

True, but I am assuming she, as a tourist, has some temporary residence, hotel, rental, etc. from which she has proof in a TM 30 or copy of one.

You entered on visa-exempt entry, not visa on arrival. Those are different.

You can apply for 30 days tourism extension on the last day on your stamp no problem.

No recommendation on the place to apply.

You MUST go to the immigration office that serves the address on your TM30. It's not a free-to-pick-an-office thing.
