My bf is a Russian citizen, I am German.We are living in Bali since 1.5 years and have to return there after the borders open up.
Questions:
1. Is the extension only possible in Phuket?

Do not see the problem that you can not go back to Bali 3. Passengers with a Permanent Staying Permit (KITAP) or a Temporary Staying Permit (KITAS) are only allowed to enter Indonesia if they have a valid health certification issued by local health authorities in English stating they are fit for travel and free from respiratory disease. we dont have any of those visas. we were planning to do a social visa but heard that the indonesian embassy might not accept the documents anymore.. so we will wait until Indonesia opens again for VOA..

It is possible to extend visas for people on a visa exempt or a tourist visa. A german person enters Thailand on a visa exempt and can be extended by another 30 days at immigration for 1,900THB. This is called an extension of stay for being a tourist.
A Russian enters Thailand on a bilateral agreement which can not be extended. If you try to extend the visa, and the immigration officer agrees, they will sell a 7 day extension of stay denied stamp for 1,900THB.
