I’m on the 2nd year of a non-OA visa from USA. It expires in August. I will be traveling out of Thailand from June to October. Is there any way to do an extension of stay?

If you are holding 800k baht in a bank account, may I suggest you re enter Thailand visa exempt and then immediately apply for a 90 day Non O visa in Thailand. Then, extend it for a year at the appropriate time. The Non O does not require health insurance and might save you some money that you will spend on insurance premiums.

The requirements for a new OA is similar to getting a new extension so you might as well apply for a new OA before returning assuming that you are going "home"

Not really.
All you can do is go to your local office and talk about what you can do.
Bring fixed air tickets (an open ticket wouldn't do the trick) as proof that you are not in Thailand during the application window.
Some offices may allow you to apply for 1-year extension in advance when you can prove you are out of Thailand.
The worst thing is they say no. Then, you just start over to get a new visa, Non-OA again in your home country or Non-O based on being over 50 (for 90 days) inside/outside Thailand.
