Iβm on the 90 day non O visa I want to extend it for 1 year , Can I do this at anytime or or do I have to wait until I have less than 30 days left on it ?

As people said, you can apply for a new extension when you have 30 days or less left on your current stamp at most offices (some are from 45 days or less but I don't think Jomtien is).
Slog on over and ask them or post in a pattaya group and see what they say.
