TLDR : Answer Summary
To apply for a one-year extension of your Non-Immigrant O visa, you should visit the immigration office 1 month before your current visa expires. You can apply for the extension 45 days prior to the expiration date. Ensure that you have updated bank statements reflecting the required balance (400,000 THB for 2 months) and complete all necessary forms (TM forms). When applying, you'll receive a 30-day under consideration stamp, and your full 365-day extension will be granted upon approval.

If this is, I guess, a Non-Imm O visa made at Immigration office in Thailand, because of the 90 days stay stamp. Where is the visa number? Will he next get 365 days and there is no one month consideration period? Usually the first one year extension has a one month consideration period and then you go back to get the rest of the 365 days. Or is this some kind of transfer of data from old passport?

he applied for a NEW 90 day Non-O visa INSIDE of thailand at the immigration office,

It has nothing to do with the 30 days under consideration you get when you apply for a yearly extension

He WILL get a 30 day under consideration stamp when he applies for the year extension.

Ok, Thanks. Then he must hold on to the 400k that extra one month. I figured they could give him a break and just give him the 365 days next if done this way but guess not.

the visa number in in the visa itself, not shown in the picture. If he applies for a 1 year Extension of Stay it goes 1 month under consideration and on the last date he get the remaining 11 months. That is the same procedure as every 1 year application for an Extension of Stay based on marriage with a Thai National.

Visit your local Immigration Office, ask if they can convert your Visa Exempt Entry or Tourist Visa into the Non Immigrant O visa based on marriage with a Thai National, if the answer is yes thank ask for the hand out with requirements.

With all the same paper work you can visit Bangkok Immigration again between 45 days days before till 11 Jun 2019 to apply for the 1 year Extension of Stay. If you used money in the bank, be aware for the Extension of Stay it must be minimum 2 months on the bank. Bank papers must be made new.
