They are two completely different governmental organizations and don't have any idea what each other do.
you can't apply for an extension on ANY visa until you have 45 days or less left on your entry stamp SO if you're comin' in on a 60 day tourist visa stamp you have to wait TWO weeks before you can apply for the 30 day extension at Chaengwattana Immigration office
