Hello, 

I have requested the Non-O Visa online with Italian embassy (90 days/my spouse has work permit in Thailand, I am in Italy now).

1-In case I would not have the VISA in time, can i come in Thailand as tourist?

(this would be the second entrance as tourist this year-the first one was by land and I stayed 1.5 month, exit for one month. Before that exit ,I was in Thailand with Non-O)

2-If they let me in, can i then use afterward the VISA issued online or I will have to apply for a new one in Thailand?

-> Yes, you can. But there is not zero possibility of you being pulled aside and questioned. Cannot assure the approval of your entry to Thailand, but a letter from your wife's employer or your wife MIGHT help in case you are questioned.

-> You can use the delayed visa once it's issued, but you need to leave Thailand once and enter Thailand on that visa. You cannot use it inside Thailand. You don't have to apply a new one.

I don't have an answer if you can apply for a new visa inside Thailand while you still have a valid single entry visa from the Thai embassy outside Thailand. As a general rule, you cannot apply for a second visa while another is active.
