TLDR : Answer Summary
Yes, there is an amnesty allowing you to delay your 90-day reporting until July 31st. However, if you have a long-term visa extension, it's advisable to complete the report as usual to avoid any potential issues.

The immigration offices are not busy now. Great time to file the 90 day report.

It is true there is an amnesty and you are not required to do a 90 day report until the 31st of July

BUT

If you are on a long term extension we are advising people to go do their 90 day reporting like normal. There is no upside for you not to do it..

What will happen IF you wait is that you will be in a group of possibly thousands of people who didn't report and now have to after July 31st,

Just go do it like normal. The immigration offices are almost empty now and you'll be in and out in minutes..
