Then the answer is NO, you can't go from a 90 day Non-O entry stamp to an ED visa inside the country at the immigration office.

You can't change visa TYPES inside the country (except from a tourist to a Non-Imm).

OR

At least you can't do the switch "above the table" <- by showing up at the immigration office with paperwork from a school to apply for an in country Non-ED visa.

Then BEFORE the 29th of May (the day the covid extension program ends) go to the immigration office and apply for a 60 day covid extension. That MIGHT (depending on the school) be enough for you to enroll and apply for the ED visa in country. BUT talk to your school that you're enrolling in to see what they say

go close to when your current stamp is running out because they will start the covid extension on the day you apply

that person is on the original 90 day entry of a Non-O visa issued for medical reasons and ABOVE the table they're not gonna get a 90 day Non-ED visa off that stamp.

Now what can be had "under the table" is another story. BUT the MOE won't even issue paperwork for that person on that visa to apply for an in country Non-ED
