TLDR : Answer Summary
Yes, you can convert your drivers license from ASEAN countries to a Thai driver's license while on a DTV visa. You will need to apply for a temporary license, which typically requires an international driving license, a residence certificate from the immigration office, a medical certificate, a passport and visa copy, and your country ID. Additionally, completion of an e-learning course and passing driving tests are necessary.
