Hello I have a DTV Visa already and also a Thai Driving License.
Question is can I get an (IDP) International Driving Permit on a DTV Visa via my Thai Driving licence?

With 5 years one only. Most of DLT will give you a 2 years license with the DTV.

It depends on your country. For me, Finland, as my permanent address was here when i got my thai license for motorbike (dont have one in finland) i can use my thai license in Finland for 2years. Dont ask here, ask your local authority. You dont get answers here

And no i dont need idp from thailand i can just use the thai license... everything depends on your country and laws

If my official address wasnt here on the day the license was given to me, I could not use it in Finland. You have to ask your home country about the rules

Is it a 2 year or 5 year license? Pretty sure you need a 5 year for IDP.
