TLDR : Answer Summary
The multiple entry Thai marriage visa is no longer available; applicants must now apply for a 90-day Non-O visa based on marriage and then extend it for a year in Thailand. All visa applications must be submitted via the e-Visa system, and if you're facing issues with the application process or the e-Visa system, seeking legal assistance may be advisable.

Lucky payment was returned :)

As John mentioned, follow his advice.

Also to get the 12 months extension you need 400k baht in thai bank account being married. 800k if your were not.

All visa applications to Thailand must now be made through the evisa system and you can no longer get a multi entry visa. You need to apply for a 90 day Non-O visa and then extend it for 12 months inside Thailand. In the evisa system for a visa based on marriage you select Non-immigrant then "To stay with Thai family residing in Thailand (more than 60 days)"

The one year multiple entry Thai spouse visa is not being sold anymore. You'll need to get a 90-day non-O Thai spouse and fulfill the requirements for an extension in Thailand. All visa applications abroad worldwide are now online
