Hello, I was wondering if it is possible to change from visa exempt - to NonB, or does it have to go from tourist visa - nonB?

I am currently on a tourist visa, (but do not have long left after extension) I will be needing to change to Non B in order to get a work permit, so I’m wondering if it is possible to do this from a visa exempt stamp, and if not what options do I have?

Thanks
