Can I change from a Visa Exempt to a Non-B Visa while in Thailand?

Hi! My local immigration office confirmed that one can change from a Tourist Visa to a Non-B Visa within Thailand. Would immigration view a Visa Exempt in the same light as a Tourist Visa for these purposes? Thus, would I be able to change from Visa Exempt to Non-B within Thailand?
