TLDR : Answer Summary
Yes, you can change a tourist visa to a work visa (Non-B) in Thailand if you secure employment, though the process may take up to 15 days before the change. Currently, visa conversions can be completed within the country due to COVID-19 circumstances, but this policy could change. As for extending a tourist visa, it can be extended for an additional 30 days once you are in the country, especially considering ongoing emergency measures related to COVID-19 which may allow for special extensions.

At the moment a 60 day TV can be extended once incountry with 30 days only since not possible to border bounce. No multiple entry TV visas atm possible.
As long as country is in state of emergency (which is declared atm till half June) one might be able to apply for special Covid extension (60days).
For now this is the rule till May 29, after this might change depending on emergency state of the country.
You can switch to Non B work visa though you have to start company or get hired and proces takes a while.
Your embassy can help with required paperwork for TV and quarantine rules upon arrival etc
Good luck

Right now, you can convert visas in Thailand without leaving. That could change at any time though... Although with the recent negative change in the Covid situation, I would expect that to be ongoing for some time

In the past it was not problem. Now might be. But it is not the only reason coming to Thailand. Thanks everyone.
that is really impossible right now. Bringing him to Thailand won't help you get him into China. The Chinese will only issue work visas in the home country of the applicant.
Actually, I've applied for a Chinese work visa successfully in Thailand. However, all bets are off now during Covid, given the stringent rules currently in place.
we also can get him Pu letter for business visa to China . I'm not sure if it will be any different. I think many people went to Thailand to be able to get Chinese visa.
I just never thought about it not being possible because nowhere it says only the Thai nationals ,but foreigners.

As far as I'm aware, they have mostly stopped issuing PU letters as it's technically possible to go back to China with the old z visa route now. They just don't seem to actually be doing it!

Everything the Chinese government has released since they first started issuing PU letters last year has indicated that foreigners must be in their home country to get their documents processed. I've seen probably a dozen of these documents. I also know dozens of people who left in 2020 and still can't get back in. Business visas are an option, but if he plans to teach there, he'll be working illegally. Which many do of course, but I wouldn't do it
