Hi can I do the thai pass application on my phone ? and do I need to upload a 60 day tourist visa to the pass ?

Did it on my phone in about 10 min's no probs. Take screenshots of any pdf files and submit the jpg screenshot.

You can do it on a phone/tablet. Visa is not needed/used for the ThailandPass system.
