TLDR : Answer Summary
The Thai Embassy in London no longer accepts in-person visa applications. All applications for the Non-Immigrant Retirement Visa must be completed online through the e-visa system, which may have maintenance windows that can affect availability.

London do not accept visa applications in person anymore. You must use the evisa system.

You have to do it online. Apparently it's down for maintenance until the 29th. I was told they only answer the phone for one a hour a day

It's my understanding that embassies that have switched to the new evisa system no longer process visas in person and all applications must be made online.

London has, as have a good few others, but there’s still some that require in person attendance, or at least a physical passport to put the sticker in.

but those ones don't use the evisa system right? They have their own online applications or require you to go in?

yes they don’t use the evisa system. Application in person or online via their own website, and then mail in the passport.
