Can I apply for a Thai DTV visa in Saigon after arriving in Vietnam on the same day?

i m going to Vietnam to apply for DTV visa , it s enought picture of the passport stamp that you arrive in vietnam and can apply same day i arrive? i m going to saigon but onlinei can apply to the thai embassy in hanoi or have to apply to the consolate in saigon?
