1.) on the Thai E-Visa Website that all Thai Visa applicants must use around the world, a Pop-Up Window will show for anyone that selects Vietnam as their current location and will list the various provinces that the Thai Embassy in Hanoi and Thai Consulate in Ho Chi Minh City have jurisdiction over....

2.) For the Thai Embassy and Consulate in Vietnam, only Visa/MasterCard are accepted on the Thai E–Visa website payment

Generally yes I don't know what the exact jurisdictional geographical boundaries are but you should check that out before you apply at one embassy or the other. Payments online credit card debit card kind of thing.
