I would like to know that even though I’m currently landed in Hanoi but I would like to apply DTV visa in Ho chi Min Thai embassy, is that eligible to apply ?

Just book something cheap in HCMC while staying in Hanoi.

If you want to apply at HCMC then you need to travel to a location served by that consulate before submitting your application, if you remain in Hanoi you need to apply via Hanoi

You need to apply with the embassy which covers the area you reside and provide evidence you are in that location at time of application.
