TLDR : Answer Summary
You can apply for a Thai driving license anywhere, not just in the district where your ED visa was issued, as long as you have a valid proof of residency letter for the area where you are applying. To obtain the license, you also need a medical certificate and you can choose to go to either the Department of Land Transport that services your current residence or the main office.

Get the license in the same area where you have the residency certificate.

You are working, get the correct via/extension and work permit -easy to get a license.

If you have the funds, it's easy and comfortable to do your driving licence through a private school. It's 6,500 Baht for a car driving licence and 1,500 Baht for a motorcycle driving licence. This is a 100% guarantee of being sure you get your licence.

If you have a licence from your own country already , you don’t need to anything other then 3 simple eye coordination tests and watch a video , the licence is 450 bht

Each or thereabouts for a car ( I brought both ) . Once you have your residence, and medical cert . Get there early , very early .

You get 10 hours with an instructor for car driving. No training for motorcycle driving.

Do they teach you how to drive or is it just basically a service to help you easy through the whole process ?

You get a proof of residency letter (either from the immigration office or from your consulate) , you get a medical certificate from a clinic and you can go to the Department of Land Transport that services the area where you live OR the Main Office.

and they didn't ask for proof of residence either.

strange, usually they make you go where the residence certificate is from. Then again, NOTHING surprises me concerning the south of thailand, that places runs like it's own little kingdom

Well,I live in Phuket where I got my first two licenses, and last year went to get my new 5 year DL in Phang Nga based on my Phuket ones.

Can be anywhere but you should have a resident certificate with proof of residence in that area.
