Do I need a TM30 when applying for a Thai driver's license, and can I apply in Hua Hin with a Bangkok address?

Do I need to show a copy of my TM30 when applying for a Thai Driver's licence? Can I apply for it in Hua Hin if my address is in BKK (I understand that the processing time is much shorter in HH). Are the requirements the same regardless of the visa type:

Reaction test

Colour rest

Watch the film

Driving test

Medical certificate

National driver's license

As other have said the Land Transport Office in Pranburi do requireuire a resident certificate. If you can get this in Bangkok then you can apply in Prachuap Khiri Khan.

The Pranburi office issue new licences two mornings a week.

Others have mentioned the video. You now watch that online and show the conformation that you have watched the video on the morning you apply.

A residence certificate (and thus TM30) is not needed if you have a pink i.d. and thus yellow house book. In that case the whole process starting from getting a medical certificate to receiving your license will take about 2 hours in Bangkok.

Nick MuayPlam this is not true for all offices. I have a Thai ID and yellow book and I needed to go to my local Amphur and get a resident certificated from them. On the positive side it is quicker and easier than going to immigration.

Unfortunately all offices have their own requirements.

Nick MuayPlam that's not true. Some DLT don't care about pink ID or house book. As I said he needs to ask his DLT what their requirements are.

Watch the video at home first (from DLT site not utube) and take a print out of QR code with you as proof you've watched it fully, as part of your documentation.

You'll probably need a TM30 to get your Residence Certificate which you've not listed. You also haven't included your Passport plus Visa and an International Driving Permit which, with your Driving Licence, means you don't take the driving test.

You need a residence certificate from immigration for your proof of address. Immigration will want a TM30 for this but the DLT will not want a TM30. Each DLT office has their own requirements so you need to ask the office you want to use what their requirements are.
