I’m currently on a work visa here in Thailand that ends in March 

Im looking to apply for a soft DTV. 

Am I able to apply for the visa and then leave the country?

I have the funds in the bank but I’m wondering, What steps I would need to take so my application is successful, will I have an issue swapping from a work visa onto a DTV

I'll be trying to do the same later this year. From what I have read you need to cancel your work permit and non b extension. Then leave Thailand and apply for DTV in which ever country you decide. Vietnam seems to be the most convenient at the moment. Good luck and please let us know how it goes.

You can gather the requirements while in Thailand but to apply you must leave Thailand and travel to the area you wish to apply at, and stay there until the process is completed

You are fine getting DTV after your B Visa. You need to apply for DTV both outside the country and in the country you are applying to.
