Can I apply for a DTV visa from the Netherlands with documents in Dutch and enter Thailand from another EU country?

I have two questions:

1. I'd like to apply for DTV from NL. Can I upload my contract in Dutch or should I translate it to English? Same goes for prove of current location.

2. Does my plane need to leave form NL? Or could this be another EU-country too? They ask for a flight number and an arrival date.

I think Dutch should be OK. When I applied for my Thai visas in the Hong Kong consulate everything was in Chinese and it was approved. Embassies hire local stuff from that country who understand the local language. Also, some diplomats and officers speak the language of the country that they're deployed in.
