Hi. I‘m on a EOS (non immi O) with a single re-entry permit. Can I apply for a DTV abroad now? Or do I have to use the re-entry first, then have the visa revoked by Thai immigration and only then apply for DTV ?

you're not on ANY visa and can apply for the DTV without issue,

once you get it and come back to the country you need to make sure you're stamped in on the DTV
