I'm currently offshore in Vietnam. Next week a group of us plan to visit the Thai embassy in Ho Chi Min, my plan is to apply for multi entry non imm O visa.
Question is: can I apply for the visa as usual, I mean without having covid insurance.
Question 2: Do you need covid insurance to apply for the COE, or can it be purchased later?
Question 3: Does the embassy in Ho Chi Min require any original documents?, do copies need to be signed by my wife?, do I need a letter from my wife? do I need bank statements?

I do not know if they are issuing ME Non-o visas based on marriage right now. If they are, you will still need to get a Certificate of Entry (which is not guaranteed), the 100K USD insurance and the 15 day quarantine at your expense
Nope you can't, you need to contact that embassy and apply for permission to enter the country, you need to meet ALL the requirements (100K USD covid insurance, fit to fly, cert of entry, booked quarantine at an ASQ, etc)
At this time the consulates are only selling visas to people who are approved to come back to thailand. SO the visa is the last thing you get
