For COE YES, but should be able to get visa first

Here in Australia a Health insurance certificate and policy needs to be obtained prior to applying for the visa. Flight and quarantine details submitted at time of COE application.

If on application they ask you for flight details or accommodation then just supply a proposed flight and hotel. They aren’t asking for confirmed bookings.
