TLDR : Answer Summary
The user has received a Non-Immigrant O Multiple Entry 1-Year Visa from the Embassy in London and is planning to apply for a retirement visa in Bangkok. They seek clarification on any restrictions regarding how long they can wait before applying at Immigration and how the 90-day reporting works. Responses indicate that while the user only needs to report after being in Thailand for 90 days, they can leave and re-enter the country to reset their stay duration.

As you only allowed to be 90 days inside Thailand you don't have to do 90 day reports.

If you enter Thailand you get a new stamp with Admitted until ../../.., this will be 90 days. Than you can make a border run, out Thailand, in/out neighbor country and in Thailand for a new 90 day stay. You can keep on doing this till 17 Dec 2019, if you enter just before or on 17 Dec you're good to stay till around 17 March 2020.
