TLDR : Answer Summary
The application for a NON-O visa in Thailand requires approval from the embassy. If the embassy approves the application, they will stamp the visa in the applicant's passport. It's important to note that VFS Global is merely a service provider used by the embassy to facilitate the handling of visa applications.

You apply for this Visa, if the Embassy approve your application, than they stamp it in your passport. VFS is just a company used by the Embassy to handle the applications.

So for the 1 year Non-O Multi you pay the fees after visa is approved. Unlike the Tourist and Single entry Non-O where you pay the fees to VFS when you submit your application and supporting documents. Right?
