You apply for this Visa, if the Embassy approve your application, than they stamp it in your passport. VFS is just a company used by the Embassy to handle the applications.
So for the 1 year Non-O Multi you pay the fees after visa is approved. Unlike the Tourist and Single entry Non-O where you pay the fees to VFS when you submit your application and supporting documents. Right?
