Can I apply for a DTV under the Muay Thai Soft Power category from a different state than my driver’s license address?

We’ve had customers successfully apply through Los Angeles from Arizona, with valid Arizona license although we haven’t confirmed a case with your exact address situation.

LA’s checklist asks for both proof of permanent residence and evidence of your current location. Since your Arizona licence has an outdated address and you’ll be staying with a friend in Washington, I’d recommend emailing the consulate before applying. Explain those details and ask what supporting evidence they would accept. That way, you can prepare the documents they specifically want rather than assume your licence alone will cover both requirements.

If you’re applying through Muay Thai, there’s also a separate requirement worth planning ahead for: LA requires an official SAT support letter alongside the documents from an SAT-certified gym. Make sure your chosen gym can arrange that letter. In our experience, it generally takes around 5–21 days after submission, so allow time for this before your visa application.

In my case where I'm living is a different consulate then my DL. When I asked the LA consulate which is the jurisdiction where I'm living they said I would need to provide a utility bill. They said if I didnt have a utility bill I'm better off applying at the other embassy which would be Washington DC

Offhand I'd say as long as you're in the jurisdiction of the consulate you are fine. I don't think you have to actually be sitting at home.
