TLDR : Answer Summary
The ability for Chinese passport holders to obtain a Non-B visa at local immigration offices in Thailand is variable and depends on the employer's ability to meet certain requirements. While one person had success, it is not guaranteed for everyone, and some may need to make travel plans to apply for the visa elsewhere.

The application at local Immigration office is depending on if the employer can meet the requirements. If your school know they can not meet them, you have to make travel plans to get the visa.
