Which specific visa are you asking about? I've gotten category M for many of my expat staff in Bangkok. "Legally residing in Thailand" for us meant show work permit.

The requirement ls are on their website, they ask for proof of residency here in Thailand “applications only accepted from people legally residing in Thailand “. I’m on a Non-O visa here, I went to immigration and asked for a residence certificate, they wouldn’t issue one for the Chinese visa, only for bank account and motor registry office! So I missed out on work in China because not worth me flying back to Australia to get visa there (was only a short term assignment).
So I’d say no. Please let me know if any different. I also tried calling the visa application center, only have a recording.
