I have a type 0 non-immigrant "marriage " visa multiple entry on a US passport where I have to" bounce" every 90 days. This visa expires in June 2020. 90 days are up April 12. My Thai wife went back to Australia about 3 weeks ago but my flight back has been cancelled so I'm stuck here. May I still apply for a 60 extension if my wife is out of the country?

I'm almost 100% certain you can not. Since you will be staying here to visit family, and your family is not here, then the extension of stay based on visiting family will not be granted.

However, you should be able to get an extension of stay based on being a tourist, which is good for 30 days.
