Can I change an initial non-b 3 month visa ( has never been extended) into a non-o ( based on marriage) ?
I originally entered on a 30 day exempt stamp.
Also would i be eligible to apply for a 60 day extension for visiting wife ? I already used that option once on the 30 day exempt but since changed to the non-b .

If you are still on the first 90days stamp from Non-B, you cannot. You need to apply for a 1-year extension for the same reason as your current one to be able to change the reason for an extension.
And no to your 60days visiting Thai family extension either. It is a one-time deal per entry, not a visa or extension.
Okay, non-b is unable to be extended due to teacher permit being denied , so no work permit. Unable to attempt to change to a non-o . My only action is to leave the country ? Any advice, direction …. Is appreciated . Thank you
The best and the only choice for you is to leave Thailand and come back on tourist status so that you can have more options. Or get appropriate visa before you fly in Thailand.
