Can an individual on an ED visa in Thailand switch to a Non-B visa without leaving the country?

Is there any way of changing ED visa to Non-B without leaving Thailand?

Any special Covid work arounds?

OR

he'd have to cancel this extension of stay, go on a 60 day covid stamp, then apply for a new 90 day Non-B visa from that.

The people he needs to be talking to are his employer and the immigration office he's gonna be using.
