maybe they extend maybe they dont. Personally i think highly likely they will extend 1 more time.

Then you will have to leave by 11:59 PM of the date your extension of stay is cancelled, OR apply for another extension of stay. IF you don't qualify for another extension of stay, it will be denied and you'll have 7 days to leave Thailand.

For a 60 day extension of stay based on unable to travel due to COVID-19? For the first 60 day extension of stay, I never heard of anyone being rejected. After that, there may be resistance by the immigration offices.

No they can not. You can only use the Thai immigration office.
