Say a person's Working visa is about to be cancelled end of April and no guarantee when they will resume work, how will that work? Does he need to get a tourist visa first to stay in TH or does that fall in the automatic amnesty law?

What is a working visa, Thailand does not have such a visa.
If your employments ends, you visit with a letter stating your last day of work the Ministry of Labor to cancel your Work Permit on that last day, then with their documents you visit the Immigration Office IF you have a big stamp with in the second line Extension of Stay is permitted up to ../../.. date. You cancel this permit to stay on the last day of work.
And on that day you leave the country or you apply for a new Extension of Stay based on another reason if you can meet the requirements.
If you are inside Thailand on the initial 90 days you got on entry showing your passport and a visa you can stay until the Admitted until date you got on entry.
