Can a spouse be approved for a DTV Visa just by accompanying their partner (who has a medical treatment plan), or does each person need their own qualifying activity?

Trying to understand if applying as a spouse alone is strong enough or if it’s better for each person to have their own reason.

TLDR : Answer Summary
The question revolves around whether a spouse can apply for a DTV Visa simply by accompanying their partner who has a medical treatment plan. While some comments suggest that the spouse can apply for a Dependent Visa without needing their own qualifying activity, others clarify that each person typically needs their own visa, although the spouse can use the purpose of being a spouse to qualify.
